I have installed windows xp 64-bit edition as well as a few very difficult 64-bit drivers. My RAM, however, is a different story. In both my computer and dxdiag it tells me I only have 256 megs of RAM, when I actually put in 768 megs. All 3 sticks of RAM are the same type and I also tried putting them back in to solve the problem, but to no avail. Can windows 64 only support up to 256 megs of RAM? Help is much appreciated.

Try taking out one of the sticks of memory (I hate calling memory "sticks", but whatever).
The memory controllers on the 754 aren't all that robust. The max number of sticks of memory recommended for the 754 (double sided) is 2. It gets even worse if you are overclocking.
