Default gay desktop

i have a weird problem that pisses me off, everytime i format and reinstall windows, when my comp first boots up everything is fine, then when i restart i cant drag any icons on my desktop or in folders. with folders i have to copy/cut and paste but i cant do anything to my desktop icons.I've formated 3 times already and i dont think any certain program is the problem, any suggestions would be good.

Specs-
CPU-AMD AthlonXP 2700+ Throughbred
Motherboard-Gigabyte 7VT600-RZ ( VIA KT600 chipset )
Video Card-eVGA GeForce 5700 Ultra

Did you change anything in your Display Properties? Are you using a certain theme other than default?

Was this a fresh install on a new machine or a reinstall over an existing OS?

You might have a virus if you reinstalled, maybe in the master boot record.

Try a different mouse.

i totally formated my comp then installed my windows xp (unlegit) and im using a mx510.

But after formatting 5 times now, i am pretty sure it has something to do with my motherboard, because i can only remember this problem starting when i got the motherboard. and since it isnt an software thats causin it, and i havn't had any other computer upgrades for awhile now. But how could be my motherboard??? I really dont want to go back to using the 40 dollar ECS that came with my processor .

(also, i went to the giga-byte website and installed the mobo chipset drivers, which wouldnt go along with my video card drivers and made my comp reboot whenever i tried to display a image)
