Unfortunatly like most formula's it isnt perfect.
See mhz cant be directly derived from ns alone. The latency of said mem settings DIRECTLY effects the overall mhz limit. Say 3.3ns mem on some radeon 9800 (non se non pro). Now it can run at same mhz as the 3ns mem and does that at stock settings yet! Why-how? Cause at 3.3ns the non pro bios is more leanient on the cas. Its runs less aggresive timings. Overall mhz can be same with a simple .5 higher cas. My point is while this formulla can give a ruff idea of mhz it means didly for oclocking unless you know two things aswell. A) the mem timings of that chip B) The mem timings of the bios on video card.

Yes, that is true. The formula isn't perfect, latency does play a big part. I found that out with my 8500LE...
